Current Project Applications and Plans
On March 28, 2025, Governor Maura Healey signed An Act Extending Certain COVID-19 Measures Adopted During the State of Emergency. This legislation permits state and local public bodies to conduct public meetings in a hybrid or remote format. This provision, now available through June 30, 2027, was first adopted during the COVID-19 pandemic and subsequent state of emergency, and now enables public bodies to continue offering remote and hybrid access to public meetings. This remote option has substantially increased resident participation and engagement in local government and has made it easier for public bodies to manage their meetings with both equity and transparency.
In accordance with this legislation, the Newbury Planning Board meetings are being conducted remotely via Zoom. Information on how to access the meetings is included on the Planning Board's agendas, which are posted no less than 48 hours before scheduled meetings. The meetings are recorded and are broadcast live through local access cable Channel 9 and at https://newburytv.wixsite.com/tnctv. Recordings of the Planning Board meetings can be found on the Newbury Access YouTube Channel.
Newbury Heights Site Plan Review - 34 Central Street. MBTA Communities Multi-Family Overlay District (MCMOD) Application
On March 19, 2025, Massachusetts Housing Opportunities Corporation, LLC submitted a proposal to the Newbury Planning Board for a 44-unit residential development on the 10.5-acre property located at 34 Central Street, Map R19, Lot 19 (owners Melody and Robert Pritchard). The Planning Board will open a Public Hearing on the application on Wednesday, April 16, 2025, at 7:15 p.m. The Planning Board has chosen to hold the Public Hearing on Zoom so as to enable the most opportunity for public attendance and participation. (As was stated above, Governor Healey's Order allowing Remote Public meetings was extended on March 28, 2025. Click here for more information.)
The "Newbury Heights" proposal is a Level II Site Plan Review Application and will be reviewed by the Planning Board in accordance with M.G.L. c. 40A, §11 as well as:
