In accordance with Massachusetts General Laws, Chapter 149, Sec. 44A1/2, and 7C § 47, and Chapter 193 of the Acts of 2004, the Public Construction Reform Law, the Town of Newbury, through its Municipal Building Committee (MBC), is seeking to retain the services of a qualified Owner’s Project Manager (OPM) to represent the Town’s interests in managing the design and construction of a new Town Hall at 25 High Road, Newbury, MA 01951.

 

The estimated construction cost is $8.28 million, with the total project cost estimated at $11.78 million. OPM services will commence immediately after contract award and the fee for these services will be negotiated. The projected timeline for the design phase is January 2023 to November 2023, with the construction phase beginning in January 2024 and completion targeted for February 2025.

The OPM shall be a person who is registered by the Commonwealth as an architect or professional engineer and who has at least 5 years’ experience in the construction and supervision of construction of buildings or a person, if not registered as an architect or professional engineer, who has at least 7 years’ experience in the construction and supervision of construction of buildings. The OPM shall be independent of the designer, general contractor or any sub-contractor involved in the building project.

The RFQ includes documents for reference, including an existing conditions site survey, space needs program, and conceptual plans.

The Town will receive Statements of Qualifications (SOQ) in response to this RFQ #23-03 for OPM Services through an online solicitation process hosted by Projectdog (www.projectdog.com).  The RFQ will be released by Projectdog on Wednesday, April 12, 2023, at 10:00 a.m. (project code: # 854440).  A voluntary pre-bid walk-through and information session will be held at 11:00 a.m. on Tuesday, April 18, 2023, at 25 High Road, Newbury. Statements of Qualification in response to this RFQ shall be received by the Town through Projectdog and are due no later than 1:00 p.m. on Monday, May 1, 2023.  Contact person for questions regarding the RFQ is Martha Taylor, Planning Director, at (978) 465-0862, ext. 312, or planningboard@townofnewbury.org. The Newbury Select Board is the awarding authority. The Town reserves the right to reject any and all proposals; to waive any defects, informalities, and minor irregularities; to award a contract; or cancel this RFQ if it is in the Town’s best interest to do so. The Town of Newbury is an EEO/MBE/WBE employer. Note: The provisions of G.L. c. 7C, § 47(b)(iv) are not applicable to OPM services.
