Proposed Subdivision and Site Plan Review Regulation Changes - Public Hearing Scheduled for May 15, 2024

The Newbury Planning Board will be holding a public hearing on Wednesday, May 15, 2024, to consider proposed revisions to Chapter 117 of the Code of the Town of Newbury, Subdivision of Land and the Planning Board's Site Plan Review Submission Requirements and Procedures to bring these documents into compliance with the requirements of the Town's MS4 (Municipal Separate Storm Sewer System) General Permit.  The proposed changes relate to record drawing requirements and pre-application conference requirements and are shown on the redlined versions of these documents, which can be accessed via the links below:

2024 Annual Town Meeting Zoning Amendments Proposed by Planning Board

Two Zoning Amendments were proposed by the Newbury Planning Board to be considered by voters at the Annual Town Meeting on April 30, 2024. Public Hearings were held on February 21, February 28, March 6, and March 20, 2024. Legal notices are linked below.

The first proposal concerned expansion of the current Wireless Communications Tower District. At the March 20th public hearing, the Planning Board voted to withdraw the proposed amendment to the Wireless Communications by-law, following a request from Triton Regional School District to remove the two Triton parcels on Elm Street from consideration. Both the Planning Board and TRSD feel that it would be appropriate to take time to address questions and concerns that were raised by residents about locating a cell tower on either of these two parcels, in the hope of bringing this forward again next year. The second Zoning Amendment proposes the establishment of a Multi-Family Housing Overlay Zoning District which would bring the Town into compliance with the State's 3A legislation. The bylaw amendment was drafted and discussed in January, revised through the public hearing process, and reconsidered. The March 5, 2024 draft was approved on March 20th and is included in the Town Meeting Warrant as Article 14. For more information, see documents below and visit the MBTA Communities page.
