Statement of Charge for the Recreation Committee

The Town of Newbury recognizes recreational opportunities as an important aspect toward the overall quality of life in our community. As adopted, The Newbury Recreation Committee members will use the following as a guideline.

Mission Statement:
The Town of Newbury Recreation Committee's Mission is to provide safe, well maintained parks and open space, and provide activities that can be used to enhance the quality of life for all residents of Newbury and visitors to our community.

Charge of the Committee:
The Charge of the Newbury Recreation Committee is to provide the residents of Newbury with a wide range of recreational opportunities, In addition, the Recreation Committee, in conjunction with the Town Administrator and other committees will identify opportunities to develop new areas for recreation and bring proposals before the Board of Selectmen.

Membership and Term:
The Newbury Recreation Committee shall consist of the following members: appointed by the Board of Selectmen:
" No more than 7 (seven) At-Large Members. All shall have voting privileges. A quorum will be 50% of the appointed members, plus one.
" One At-Large member position will be set aside for a rising Newbury high school Junior or Senior for a one year term, renewable, pending appointment by the Board of selectmen. The student member will be a full voting member but will not be required to sign Recreation Committee bill schedules.
" Liaison to the Board of Selectmen (non voting).
Applications (or Letters of Intent) for Recreation Committee positions must be submitted to the Board of Selectmen for consideration. The terms are for one year, renewable, and members are appointed annually by the by the Board of Selectman no later than the fourth meeting of the fiscal year.
Non-Voting Members:
" Chairman of the Open Space Committee or a designee
" Director of the Newbury Council on Aging  or a designee

Guidelines:
" The Newbury Recreation Committee shall meet on an as needed basis, but no less than quarterly. It is the goal of the Committee to meet at least once a month.
" The Newbury Recreation Committee Chair or designee will appear before the Board of Selectmen at least once a year to report on the activity of the Committee.
" An annual report will be submitted to the Town Administrator, at least 30 days prior to the Annual Town Meeting.
" Issues relating, or concerning the Recreation Committee will be forwarded to the Town Administrator.
