When is a street opening permit required, and what is the procedure?

Any excavation performed within a public right-of-way in the Town of Newbury is required to obtain a Street Opening Permit.  Street Opening Permits are accepted for consideration April 15-November 15 annually.  There is a 5-Year moratorium on roads that have been recently paved.  Applications are available in the Building Department, Monday to Thursday, 8:00 a.m. to 12:00 p.m. You may also submit an application online by accessing the Town of Newbury Online Permitting System.  The completed Street Opening Permit Application must be submitted with a Dig Safe number, Map or Sketch showing the location and size of any cuts to be made, a Performance Bond, Proof of Insurance and an Application Fee of $100.00.  The Town has the right to refuse this and any other permit to a contractor who fails to comply with the conditions associated with the Town’s Street Opening Regulations. A Street Opening application will be reviewed and after approval or approval with conditions a Permit may be issued.
