CAPITAL IMPROVEMENT PROGRAM PLANS
The Town Administrator, under the direction of the Board of Selectmen and with the guidance of the Finance Committee and Capital Planning Committee, prepares the capital plans for the Town of Newbury. The Town's Capital Improvement Program (CIP), or Capital Plan, is presently under development. As the plans are developed by the Town Administrator, they are presented to the Capital Planning Committee and the Finance Committee for review and recommendations. Ultimately, the proposed CIP is submitted to the Board of Selectmen for approval.

CAPITAL FACILITIES PLAN:
The Town of Newbury owns several buildings. Many of these buildings are presently vacant or unusable. The Town also faces challenges in maintaining and upgrading the buildings that are presently in use. Recently, the Town was forced to close its Highway Maintenance Facility due to code and safety violations. On November 9, 2010, the Town Administrator presented to the Board of Selectmen a long range plan for the replacement or rehabilitation of several Town buildings. This plan was presented to the Selectmen as a starting point for a discussion on how best to proceed to address the Town's critical need for building improvements, repairs or replacements.

VEHICLE ASSESSMENT
A part of the Town's capital planning process is a program for the regular replacement of its vehicles and equipment. As a first step in this process, the Town Administrator presented to the Board of Selectmen in December of 2009, an assessment of the condition of the Town's vehicle fleet.
