1. Introductions
The meeting was opened at 7:35 AM by John Moak
2. Approval of Minutes
The minutes of the December 12, 2005 meeting were approved by a 3-0 vote.
3. Requests for Changes and/or Additions to Agenda
Gustafson requested that an item entitled “Fire hydrant witness flags” be placed on the Agenda under new business.
4. Project Coordinator Report
George Gustafson went over his report as contained in the Workgroup package adding that the precast Chorine Booster Station is scheduled for delivery on January 25, 2006. He also stated that D&C Construction wished to make a presentation to the Workgroup at its next meeting on the possibility of them installing house connections.
A lengthy discussion followed Gustafson’s report on DEP’s recent decision relative to the paving of unpaved roads. Under their decision a number of roads will remain unpaved and subject to damage from snowplowing operations. Various scenarios were discussed and Gustafson and CDM were asked to discuss compromise solutions with DEP.
Brendan O’ Regan went over his activities for the month.
5. Old Business
No old business was discussed.
6. New Business
George Gustafson made a presentation on the start-up process and the various activities that need to be accomplished as part of that process. A plan was presented showing the various phases under which homes would be connected. Various members of the Workgroup expressed the need to communicate this schedule and startup process with the public. Gustafson will prepare a letter to be sent to the homeowners for the next meeting.
The Workgroup asked Brendan O’Regan to see if Public Services could buy and install the hydrant witness flags at a cheaper price than the one quoted by D&C Construction. If not, we should have D&C purchase and install them for their quoted price of $3,386.
7. Approval of Bills
Bills, as contained in the Workgroup’s package, in the total amount of $ 269,406.62 were approved by a vote of 4-0.
8. Citizen Comments
Dave McFarlane asked if there was a resolution of the sewer service pipe issue. Brendan O’Regan stated that he was going to allow either the solvent weld or “Reiber” type fittings. He has yet to make a determination as to the types of pipe he will allow.
9. Next meeting date, time and location
The next meeting of the Workgroup will be held on February 13, 2006 at the Newburyport City Hall at 7:30 AM. The March meeting of the Workgroup will be held in Newbury Town Hall on March 8, 2006 at 3PM.

The Workgroup voted to adjourn by 4-0 vote at 9:05 AM
